Ausbildungsstellenmarkt zwischen Beschäftigungsrückgang und Fachkräftemangel

Abstract

Die Umfrage zu Ausbildung und Beschäftigung des Instituts der deutschen Wirtschaft Köln vom Frühjahr 2004 kommt zu dem Ergebnis, dass der Rückgang beim betrieblichen Ausbildungsstellenangebot in diesem Jahr erneut moderater ausfallen wird als befürchtet. Dennoch ist mit einem sinkenden Angebot von knapp 3 Prozent zu rechnen, und die rechnerische Lehrstellenlücke wird im Herbst 2004 voraussichtlich bei rund 25.000 bis 30.000 liegen. Mit Hilfe des Ausbildungspakts, der neben neuen Ausbildungsstellen auch Einstiegsqualifizierungen vorsieht, könnte trotz dieser Vorzeichen ein Ausgleich auf dem Ausbildungsstellenmarkt bis zum Jahresende erreicht werden. Grund für die schwierige Situation sind die schwache Konjunktur und der damit verbundene abnehmende Personalbedarf der Betriebe. Insgesamt verstärkt sich der Trend zur Höherqualifizierung. Zudem leidet bereits derzeit trotz hoher Arbeitslosigkeit ein Fünftel der Betriebe an Fachkräftemangel. Als Ursache hierfür werden am häufigsten Qualifikationsdefizite der Bewerber angeführt. Nach Ansicht der befragten Betriebe können zahlreiche Maßnahmen der Bildungs- und Arbeitsmarktpolitik sowie intensivere Qualifizierungsanstrengungen der Betriebe Abhilfe schaffen.
