Angebotsrückgang am Ausbildungsmarkt: Ursachen und Maßnahmen

Abstract

Die Frühjahrsumfrage zu Ausbildung und Beschäftigung im Jahr 2003 des Instituts der deutschen Wirtschaft Köln kommt zu dem Ergebnis, dass der Rückgang beim betrieblichen Angebot an Ausbildungsstellen in diesem Jahr deutlich moderater ausfallen wird als befürchtet. Die Lücke wird im Herbst 2003 noch 20.000 bis 30.000 Lehrstellen betragen, kann aber bis zum Jahresende verringert werden. Grund für das abnehmende Angebot sind vor allem eine fehlende wachstumsfördernde Wirtschaftspolitik und die schwache Konjunktur in Verbindung mit hohen Arbeitskosten und mangelnder Arbeitsmarktflexibilität. Aber auch die Qualifikationsdefizite von Schulabgängern stellen zunehmend ein Ausbildungshemmnis dar. Abhilfe könnten nach Meinung der befragten Betriebe eine steuerliche Entlastung von Ausbildungsbetrieben sowie eine bessere schulische Vorbildung der Bewerber schaffen. Eine Ausbildungsabgabe wird für keine neuen Lehrstellen sorgen.
