Soziale Sicherung in Mittel- und Osteuropa

Abstract

Die mittel- und osteuropäischen Beitrittsländer sowie Bulgarien und Rumänien weisen deutlich niedrigere Sozialschutzquoten auf als der bisherige EU-Durchschnitt. Lediglich in Polen ist der Anteil der Sozialschutzausgaben am Bruttoinlandsprodukt mit 29,9 Prozent ähnlich hoch wie in den großen EU-Ländern Deutschland und Frankreich. Zukünftig werden auch in den Beitrittsländern vor allem die umlagefinanzierten Alterssicherungssysteme durch den demographischen Wandel vor große Finanzierungsprobleme gestellt. Zwar fällt der Altenquotient in den Beitrittsländern derzeit im Vergleich zum EU-Durchschnitt günstiger aus. Bis zum Jahr 2050 wird sich aber die Bevölkerungsalterung der in den bisherigen EU-Ländern angleichen oder wie im Fall Sloweniens und der Tschechischen Republik sogar darüber hinaus verschlechtern. Fünf Beitrittsländer führen deshalb bereits heute obligatorische kapitalgedeckte Elemente in der Alterssicherung ein.
