Lohnfindung und Tarifpolitik im Ordnungsrahmen der Europäischen Wirtschafts- und Währungsunion

Abstract

Mit der Europäischen Wirtschafts- und Währungsunion ist die beschäftigungspolitische Verantwortung der Tarifparteien erheblich größer geworden. Denn die beschäftigungs- und wettbewerbsschädigenden Effekte marktwidriger Lohnabschlüsse können nicht mehr durch Wechselkurskorrekturen oder geldpolitische Alimentationen aufgefangen werden. In vielen Ländern des Währungsraums haben die Tarifparteien hierauf durch eine stärkere Produktivitätsausrichtung ihrer Lohnabschlüsse reagiert. Zum Teil geschah dies unter Einschaltung des Staats in Form von Sozialbündnissen, teilweise durch sektorale wettbewerbsorientierte Tarifabschlüsse. Eine empirische Überprüfung zeigt, dass es hinsichtlich der realwirtschaftlichen Effekte kein überlegenes Lohnfindungssystem gibt. Vor allem zentralistische Ansätze garantieren keineswegs regelmäßig höhere Beschäftigung oder niedrigere Arbeitskostendynamik. Sie sind bestenfalls in kleinen Volkswirtschaften mit geringem Produktivitätsgefälle überlegen. Doch auf die europäische Ebene sind sie nicht übertragbar. Generell ist eine Vergemeinschaftung der Lohnund Tarifpolitik mit der Gefahr verbunden, dass die gestiegene beschäftigungspolitische Verantwortung der Tarifparteien wieder ausgehöhlt wird.
