Flood Loss Simulation

Abstract

This article reviews the current state of the art of flood loss simulation and applies these techniques to a flood in Thailand. An assessment of the benefits and costs of flood control methods is developed, followed by an examination of methods for representation of floods and flood damage, together with an analysis of flood‐related land use management. The ways in which these and other factors can be related by numerical analysis are described, with special attention to the dynamic nature of the successive implementation of flood control measures. The article then examines the potential for application of these methods in developing countries in the light of reduced computational capacity and the possible lack of highly trained personnel. The case study indicates that considerable data resources may be available in some developing countries and that inexpensive and potentially useful flood loss simulation and prediction can be undertaken to assist in development planning. Cet article passe en revue les connaissances acquises jusqu'à nos jours en matiêre de simulation de dégâts provoqués par les inondations et applique ces méthodes à une inondation en Thaïlande. Une évaluation du coût de ces méthodes et du bénéfice que l'on peut en retirer est présentée, suivi d'un examen des méthodes utilisées pour représenter les inondations et leurs dégâts ainsi qu'une analyse de l'utilisation des terrains inondés. La façon dont ces facteurs peuvent être liés à d'autres par l'analyse numérique est décrite. De plus, la nature dynamique de l'application des mesures de contrôle des inondations est étudiée plus particulièrement. L'article examine ensuite les possibilités d'application de ces méthodes dans les pays en développement en tenant compte d'une capacité de calcul réduite et d'une insuffisance éventuelle de personnel hautement qualifié. Le cas étudié montre qu'une information importante est parfois disponible dans certains pays en développement et qu'une simulation et une prédiction peu coûteuses peuvent être entreprises afin d'aider le programme de développement de ces pays. En este artículo se revisa el estado actual de las técnicas de simulación de pérdidas por inundaciones y se aplican estas técnicas a un caso de inundación en Tailandia. Se hace una evaluación de los beneficios y costos de los métodos de control de inundaciones, se examinan los métodos de representación de inundaciones y los daños causados por ésta y luego se analizan la gestión de tierras inundables. Se describen las técnicas que relacionan estos y otros factores al análisis numérico con especial atención a la naturaleza dinámica de las implementaciónes sucesivas de medidas de control de inundaciones. El artículo examina el potencial para la aplicación de estas medidas en los países en desarrollo teniendo en cuenta la reducida capacidad computacional y la posible carencia de personal capacitado. El caso estudiado indica que hay disponible en algunos países en desarrollo una cantidad considerable de datos y que pueden Ilevarse a cabo en forma económica simulaciones que pueden resultar útiles como apoyo a la planificación del desarrollo.
