Gemeinsame Agrarpolitik 2014 – Positionen und Konsequenzen

Abstract

Die EU wendet für die Gemeinsame Agrarpolitik (GAP) erhebliche Budgetmittel auf: Im Zeitraum 2007/2013 sind für "Erhalt und Management natürlicher Ressourcen" 371,2 Mrd. € vorgesehen. Die Kritiker der GAP sehen diese Ausgaben auf einen Wirtschaftsbereich konzentriert, der weniger als 2% zum BIP der Union beiträgt, Umweltprobleme verursacht und regressive Umverteilungseffekte bewirkt. Für die Befürworter stehen dem die Versorgung der Bevölkerung mit hochwertigen Nahrungsmitteln, die Bereitstellung von öffentlichen Gütern im Bereich von Umwelt, Natur und Landschaftsbild sowie ein wesentlicher Beitrag für die Lebensfähigkeit ländlicher Räume gegenüber. Die bevorstehende GAP-Reform könnte von einer Kürzung der Finanzmittel, politischem Druck auf die Direktzahlungen der ersten Säule und verstärkten Anforderungen im Umweltbereich geprägt sein. Bedingt durch die Pfadabhängigkeit des GAP-Reformprozesses ist mit einer grundlegenden Anpassung dieses Politikbereichs nur bei signifikanter Verringerung des Budgetvolumens zu rechnen.
