Regionale Entwicklung und Anpassung des Arbeitsmarktes in Ost-Mitteleuropa

Abstract

Die Fähigkeit der regionalen Arbeitsmärkte der EU-Beitrittsländer, den zu erwartenden Strukturwandel zu bewältigen, wird einer der wesentlichen Bestimmungsfaktoren für die Akzeptanz des Beitritts unter der Bevölkerung dieser Länder sein und bildet eine wichtige Entscheidungsgrundlage für den weiteren Integrationsprozess (Teilnahme an der Währungsunion, Reformen der Strukturpolitik, Beendigung der Übergangsfristen). Der vorliegende Beitrag fasst die Ergebnisse der ersten Projektphase des Forschungsprojektes "AccessLab" zusammen. Nach den Ergebnissen ist der Arbeitsmarkt in den Beitrittsländern in einigen Aspekten mit jenem in der EU vergleichbar. Zu den wichtigsten Unterschieden gehören die im Durchschnitt höhere Arbeitslosigkeit und die geringe interne Mobilität der Bevölkerung in diesen Ländern. Gerade in der Situation der Beitrittsländer ist eine enge Koordination der Regional- und der Arbeitsmarktpolitik von besonderer Bedeutung.
