Liberalisierung und Regulierung von Infrastrukturmärkten

Abstract

Liberalisierung des Marktzutritts wird vielfach fälschlicherweise mit Verzicht auf Regulierung gleichgesetzt. Neben der Einführung von Wettbewerb ist aber gerade die Reform des Regulierungsrahmens ein wesentlicher Bestandteil moderner Infrastrukturpolitik für Sektoren wie Telekommunikation und Energieversorgung. Britische Erfahrungen in der Elektrizitätswirtschaft liefern deutliche Hinweise auf die Notwendigkeit umfassender Reformen des institutionellen Rahmens der Regulierung. Vor diesem Hintergrund erscheint es plausibel, einzelne Elemente des in Österreich für die Telekommunikation gewählten Regulierungsmodells auf den Energiebereich zu übertragen.
