Efectos de la infraestructura pública sobre el crecimiento de la economía, evidencia para Chile

Abstract

A diferencia de otros estudios empíricos, este artículo analiza el efecto de la inversión pública en infraestructura en el crecimiento de Chile. Basándonos en Glomm y Ravikumar (1994) y Yoke (2001), se presenta un modelo estocástico para testear la hipótesis de crecimiento endógeno contra una de crecimiento exógeno. Este modelo permite estimar una relación de largo plazo entre producto, inversión pública en infraestructura y capital privado. Dicha relación es verificada a través del test de cointegración de Johansen para el período 1975-2000. Los resultados muestran que existe una relación entre producto e inversión pública en infraestructura. Sin embargo, este resultado no es consistente con la hipótesis de crecimiento exógeno, ni con la existencia de un efecto “spillover” asociado a la inversión pública. A pesar de lo anterior, las estimaciones sugieren que un incremento del 10% en la inversión pública genera un aumento de 1.6% en el producto (ambas variables expresadas en términos por trabajador)Classification-JEL: O41, C32.
