Clusters, Linkages and Interregional Spillovers: Methodology and Policy Implications for the Two Dutch Mainports and the Rural North

Abstract

This paper develops a consistent framework to detect regional clusters of interrelated economic activity, and to evaluate both the regional and the national economic significance of individual sectors and regions. By using bi-regional input-output data it appears to be possible to distinguish systematically between intraregional clusters and linkages, and their interregional spillovers. The methodology is applied to three Dutch regions that are especially important from a spatial policy perspective. The conclusions, surprisingly, do not substantiate some of the traditional beliefs held, especially as regards the assumed importance of the Dutch transport sector. Cet article cherche a developper un systeme coherent apartir duquel on peut devoiler des grappes regionales d'activites economiques etroitement liees, et evaluer l'importance economique regionale et nationale des secteurs et des regions particuliers. A partir des tableaux d'echanges intersectoriels pour deux regions, il est possible de distinguer systematiquement entre les grappes et les maillages intrasectoriels, et leurs retombees interregionales. On applique la methodologie atrois regions en Hollande qui sont particulierement importantes sur le plan de la politique d'amenagement du territotoire. Il est a surprendre que les conclusions ne viennent pas a l'appui de quelques-unes des idees recues, notamment quant a l'importance du secteur du transport. Dieser Aufsatz entwickelt einen einheitlichen Rahmen zur Ermittlung regionaler Kluster zusammenhangender wirtschaftlicher Unternehmungen, und zur Bewertung der wirtschaftlichen Bedeutung einzelner Sektoren und Regionen auf regionaler wie auf Landesebene. Dank bi-regionaler Aufwands-und Ertragsdaten ist eine systematische Unterscheidung von intra-regionalen Klustern und Verknupfungen und ihrem interregionalen Uberschwappen moglich. Die Methodik wird auf drei niederlandische Regionen angewandt, die vom Gesichtspunkt der Raumpolitik her besonders wichtig sind.
