Governance-Regimes von regionalen Clustern–Ein Vergleich der Strategien staatlich und privat initiierter Cluster

Abstract

Zusammenfassung Clusterinitiativen fördern die Entstehung und Entwicklung von Clustern. Bei der Frage, ob diese privat oder staatlich initiiert werden sollten, favorisiert die Literatur privat initiierte Cluster. Der Beitrag untersucht aus einer ökonomischen Perspektive, ob sich aus einem konkreten, aber durchaus exemplarischen Fall–dem Fall der Cluster-Offensive Bayern–Anhaltspunkte für diese Einschätzung ergeben. Dazu identifiziert er systematische Schwachstellen der Governance-Regimes staatlich initiierter Cluster, nämlich Zielunklarheit und Planungsunsicherheit für die Clustermanager. Interviews mit 32 Clustermanagern der Cluster-Offensive Bayern und verschiedener privat initiierter Cluster verdeutlichen die Auswirkungen dieser Schwachstellen. Insgesamt ist das Angebot staatlich initiierter Cluster für private Unternehmen weniger attraktiv und damit auch weniger nachhaltig als das der privat initiierten Cluster.
