Uwarunkowania i długookresowe implikacje Strategii dla Polski

Abstract

Myśl o odpowiedniej strategii dla Polski rodziła się przez wiele lat, choć sama „Strategia dla Polski” – kilkuletni wielowątkowy program dynamicznego rozwoju społeczno-gospodarczego, osadzony na budowie instytucji społecznej gospodarki rynkowej i reformach strukturalnych odpowiadających na wyzwania globalizacji – powstał szybko, na przełomie lat 1993-94. Był to program średniookresowy, szczegółowo odnoszący się do działań niezbędnych w latach 1994-97, aczkolwiek kreślący także wiele zadań na lata późniejsze. Z ekonomicznego punktu widzenia była to próba podjęcia wyzwań długookresowych. Ówczesne zdiagnozowanie uwarunkowań zrównoważonego rozwoju oraz nakreślenie jego długofalowych celów było zasadniczo trafne i wiele z tego, co ćwierć wieku temu zaadresowano wobec reform strukturalnych i zmian instytucjonalnych, z jednej strony, oraz wewnętrznych i zewnętrznych determinantów rozwoju z drugiej strony, współcześnie pozostaje nadal aktualnych. Dotyczy to w szczególności spraw tak wielkich, jak imperatyw tworzenia społecznej gospodarki rynkowej czy konkurencyjności przedsiębiorstw w warunkach szerokiego otwarcia na kontakty ze światem, poprzez sprawy tak znaczące, jak korzystna integracja z Unią Europejską czy reforma systemu ubezpieczeń społecznych, po sprawy tak konkretne, jak sprawny nadzór finansowy czy ekspansja gospodarki opartej w coraz większym stopniu na wiedzy.
