Liberalizacja rynku a bezpieczeństwo dostaw gazu

Abstract

Przedmiotem artykułu jest analiza związku między liberalizacją a bezpieczeństwem dostaw gazu. Problem jest rozważany w kontekście dwóch podstawowych i powiązanych ze sobą uwarunkowań, które determinowały dotąd strukturę i sposób funkcjonowania sektorów gazu w krajach członkowskich UE. Pierwszym z nich to czynnik geograficzny, czyli fakt lokalizacji kluczowych dla Europy zasobów gazu w krajach pozaeuropejskich, implikujący istnienie zależności krajów europejskich od importu gazu. Drugi to czynnik geopolityczny, dotyczący możliwości wykorzystania gazu jako instrumentu realizacji celów politycznych przez kraje eksportujące to paliwo, w tym zwłaszcza Rosję. Biorąc pod uwagę te uwarunkowania rysuje się pytanie, czy fakt uzależnienia Europy od importu gazu nie generuje zagrożenia dla bezpieczeństwa jego dostaw i czy w związku z tym nie stanowi to ograniczenia dla możliwego stopnia liberalizacji rynku gazu, w tym zwłaszcza rozwoju konkurencyjnych rynków gazu. Próba zarysowania odpowiedzi na to pytanie jest głównym celem tego artykułu. Za pytaniem tym kryje się bowiem hipoteza, że wyraźnie wolniejszy, w stosunku do sektora elektroenergetycznego, postęp w trwającym już półtorej dekady procesie liberalizacji rynku gazu w ramach Unii Europejskiej, spowodowany był obawami, że liberalizacja tego rynku mogłaby stanowić zagrożenie dla bezpieczeństwa dostaw gazu na obszar Unii. Analiza tej hipotezy jest o tyle ciekawa i ważna, zwłaszcza z polskiej perspektywy, gdyż stanowi ona podstawę do zrozumienia skali możliwego przełomu, jaki w zakresie relacji między bezpieczeństwem dostaw gazu dla krajów UE a stopniem liberalizacji rynków gazu w tych krajach może przynieść potwierdzenie się doniesień o dokonanej w USA rewolucji na rynku gazu wywołanej technologicznym przełomem w zakresie wydobycia gazu łupkowego.
