E-mail: irasobol@gmail.comАдрес: 117997, Москва, Нахимовский просп., 32.Исследуются новые аспекты функциональной неграмотности, обусловленные недостаточностью навыков работы на компьютере и ограничениями в доступе к Интернету. Такого рода функциональная неграмотность препятствует адаптации к изменившимся экономическим реалиям, требующим освоения навыков и технологий, адекватных цифровой экономике. В качестве базовых индикаторов готовности к использованию цифровых технологий в быту и на рабочих местах используются данные об уровне компьютерной грамотности и доступности Интернета для различных категорий населения. Исследование, основанное на данных Комплексного наблюдения условий жизни населения Росстата и Федерального статистического наблюдения по вопросам использования населением информационных технологий, показало, что в зоне риска функциональной неграмотности находится около трети взрослого населения России. Сильнее всего этому риску подвержены лица старших возрастов, лица с невысоким уровнем образования, низкодоходные слои населения, жители сельской местности. Дополнительный вклад в "цифровое неравенство" вносит региональный фактор. Доказывается целесообразность разработки специальных мер и программ по ликвидации цифровой неграмотности среди отдельных групп населения, находящихся в зоне особого риска.
