Шведская Модель Обмена Информации И Партнерства Среди Заинтересованных Субъектов: Пример Командированных Работников

Abstract

В настоящее время командированные работники2 в странах Европейского союза (далее - ЕС) не являются новым феноменом. Первые европейские договоры (Парижский и Римский) предоставили возможность свободно передвигаться в поисках работы. До расширения ЕС в 2004 г. передвижение работников не было таким интенсивным и в него были вовлечены в основном работники управленческого звена. В данный момент все большее число работников курсирует между странами ЕС, и это имеет положительное и отрицательное влияние на реализацию политики командированных работников. Авторы данного исследования рассматривали следующие вопросы: каково состояние сотрудничества и обмена информацией между заинтересованными субъектами, участвующими в процессе принятия решений по вопросам политики командированных работников в Швеции? Как и в какой степени обмен информацией между заинтересованными субъектами влияет на сотрудничество в сфере командированных работников в Швеции? Авторы использовали смешанную методологию, а выбор методов задал логику исследования. Вначале был проведен анализ литературы, затем анализ случая и полуформализованные глубинные интервью. Во время исследования установлено, что обмен информацией и партнерство между заинтересованными субъектами в сфере командированных работников основываются на шведской модели. В данной модели основным регулятором рынка является профсоюз, который обменивается информацией с партнерами через институционализированные каналы (предоставление коллективных договоров, совместные инспекции и диалоги).
