Abstract

The key issue for the development of the Russian economy is its structural imbalances. Significant differences in the levels of economic efficiency of various industries are a consequence of this state of the domestic economy. This prevents the effective system organization of cross-sectoral interactions to create conditions for economic growth. Sectoral balance creates conditions for effective interaction between the sectors of the economy. The article offered the basis for the methodology for the diagnosis of sustainable development of Russia’s economy, which will enable to identify the state and dynamics of the domestic economy and identify possibilities for the creation of a interdisciplinary network for interactions, which is necessary for the diversification of various sectors of the economy. Proposed to implement of a set of indicators, which allow based on primary statistical information quantifying the degree of differences and dynamics of changes in economic, financial, technological and social characteristics of the different sectors (industries): indicators of imbalance in the economy by certain indicators. Developed method for assessing the impact of various factors on the sustainable development of the economy and diagnostics of economic processes that affect the industrial structure of the Russian economy. Revealed the impact of structural instability of certain branches of economy on economic growth. Proposed the system of monitoring and evaluation of sustainable development of multicriterion sectors of the Russian economy. Practical application of the system of monitoring sustainable development sectors of the Russian economy will enhance of increase the reliability and validity of assessments of the effectiveness and sustainability of industries of various types, as well as allow, based on the results of multi-criteria evaluation to identify potential reserves of industries development. Ключевой проблемой развития экономики России является ее структурная несбалансированность. Значительные различия в уровне экономической эффективности разных отраслей являются следствием такого состояния отечественной экономики. Это препятствует организации эффективной системы межотраслевых взаимодействий для создания условий экономического роста. Отраслевая сбалансированность создает условия эффективного взаимодействия отраслей экономики. В статье предложены основы методологии диагностики устойчивого развития экономики России, которая позволит идентифицировать состояние и динамику отечественной экономики и выявит возможности создания сети межотраслевых взаимодействий, необходимой для углубления диверсификации различных секторов экономики. Предлагается введение совокупности индикаторов, позволяющих на основе первичной статистической информации количественно определить степень различия и динамику изменения в экономических, финансовых, технологичных, социальных характеристиках разных секторов (отраслей) экономики - индикаторов несбалансированности экономики по определенным показателям. Разработана методика оценки влияния различных факторов на устойчивое развитие экономики и проведение диагностики экономических процессов, влияющих на отраслевую структуру экономики России. Выявлено влияние структурной неустойчивости отдельных отраслей экономики на экономический рост. Предложена система мониторинга и многокритериальной оценки устойчивого развития отраслей российской экономики. Практическое применение системы мониторинга устойчивого развития отраслей российской экономики будет способствовать повышению достоверности и обоснованности оценок эффективности и устойчивости отраслей разных типов, а также позволит на основе результатов многокритериальной оценки выявить потенциальные возможности и резервы развития отраслей и отраслевых комплексов.
