Свойства Линеек Ссудо-Сберегательных Планов

Abstract

В статье (Ильинский, Полтерович, Старков, 2014а) был предложен подход для изучения перехода от ссудо-сберегательных программ ипотечного кредитования к более передовым институтам. А именно рассматривались линейки, т.е. наборы тарифных планов, осуществлявшие плавный переход от субсидируемой ипотеки к коммерческой. Были введены следующие свойства линеек: справедливость, сплошность, правильность, локальная правильность, эффективность. В настоящей статье для широкого класса линеек исследуются связи между данными свойствами. Найдены формулы для выигрышей участников программы от использования данной линейки. Доказано, что линейка правильная тогда и только тогда, когда она локально правильная. Кроме того, показано, что для каждой эффективной линейки существует справедливая эффективная линейка с теми же наборами выигрышей у участников. Получено достаточное условие сплошности эффективной линейки. Результаты позволяют существенно упростить отыскание эффективных (Парето-оптимальных) линеек.
