Residential Energy Standards and the Housing Market: A Regional Analysis

Abstract

This paper uses estimates of the production function for flows of housing services and estimates of the demand for these services to evaluate the allocative efficiency of residential energy standards which vary by region throughout the state of California. The results suggest that, under the assumption about price increases used by the regulators, the losses imposed by the standards are rather small.
