Obstáculos hacia la implantación de un sistema participativo de garantía en Andalucía

Abstract

En la actualidad hay dos grandes sistemas de certificación de productos ecológicos. Por un lado, hay la forma convencional de certificación, que es la que se basa en la actuación de empresas (públicas o privadas) certificadoras, o lo que se denomina certificación por tercera parte. Por otro, el sistema participativo de garantía (SPG) en el que los agricultores son los que establecen reglas y mecanismos de certificación, basadas en criterios de conformidad, apoyándose en los principios de la participación y en la actuación en red de las organizaciones de productores, operadores y consumidores implicados en estos procesos. En algunos países conviven ambos sistemas de certificación, pero en Andalucía la segunda forma se intentó implantar tomando como ejemplo la trayectoria experimentada por la Red Ecovida en los estados meridionales de Brasil, así como en otros países del mundo. El objetivo del trabajo es analizar los principales obstáculos y las circunstancias que impidieron la creación de un SPG en Andalucía. La fragilidad del capital social y la falta de articulación entre los territorios fueron determinantes para que dicha iniciativa no se convirtiera en realidad.
