Plan E: la estrategia keynesiana frente a la crisis en España

Abstract

Durante los años 2008 y 2009 el Gobierno de España implementó un conjunto de estímulos fiscales conocidos como "Plan E" para hacer frente a la mayor crisis económica de las últimas décadas. El tamaño del plan fue muy limitado ya que su importe, difícil de precisar, estuvo entre el 1,43% y el 3,1% del PIB. El "Plan E" no logró tener la incidencia esperada: sólo se generaron empleos equivalentes al 2,9% de la población activa y no evitó que el gap de renta pasase del +1,3% de 2008 a -7,5% entre 2008 y 2013. En cuanto a su impacto en el déficit y el endeudamiento público, sólo entre un 7% y un 15% del déficit público registrado en 2008 y 2009 puede atribuirse al "Plan E", y como mucho un 11,8% del incremento de la deuda pública registrado en esos años.
