Desigualdad monetaria en un contexto de rápido crecimiento económico: El caso reciente del Perú

Abstract

En el presente documento se analiza la evolución de la desigualdad monetaria en el Perú entre 1997 y 2010, periodo caracterizado por un proceso de rápido crecimiento económico (5% promedio anual). Se encuentra una reducción de la desigualdad de 13.4%, medida a través del coeficiente de Gini calculado con la información de ingresos de las encuestas de hogares. También calculamos el coeficiente de Gini con la información de las cuentas nacionales y mostramos que la caída en la desigualdad es un resultado robusto al potencial subreporte en los percentiles más altos de la distribución de ingresos y gastos. Por último, encontramos que la contribución del programa JUNTOS en la reducción de la desigualdad durante la segunda mitad de la década pasada fue del orden del 25%. Además, verificamos cómo la significativa expansión en cobertura ha permitido que el programa mantenga su potencial igualador a pesar de que el ingreso medio en los deciles bajos haya crecido. En cuanto al resto de factores que han permitido una igualación del ingreso, destaca la evolución de los ingresos laborales, cuyo crecimiento se ha concentrado en los percentiles 20 al 50.
