Diversité et efficacité des intermédiaires du placement

Abstract

[eng] The current transformations of French labour market intermediaries regulation increase the interest in an accurate analysis of these intermediaries’ role and their positioning in the market. The French Ofer survey (Offre d’emploi et recrutement, 2005) on the recruitment practices of firms provides the basis to study the segmentation of job placement services according to firms, job positions and hired employees. Two efficiency measures are examined : i) the hiring procedure duration, and ii) the match quality. A specific question is whether the kind of links built between intermediaries and employers has any effect on these two efficiency measures. The study shows that the hiring procedures are longer when private employment agencies are the effective intermediaries but there is no effect on the match quality. It’s rather the usual resort to the same intermediary which increases the match quality, unless the expected service is only job ads diffusion. [fre] Les changements en cours dans les formes d’intermédiation du marché du travail accroissent l’intérêt d’une analyse précise du rôle des intermédiaires et leur positionnement les uns vis-à-vis des autres. À partir de l’enquête Ofer (Dares [ 2005]), ce texte examine la segmentation du «marché du placement » suivant les caractéristiques des entreprises, des emplois et des recrutés. Il étudie ensuite leur efficacité suivant deux critères : durée de la procédure de recrutement et qualité de l’appariement, en s’intéressant en particulier à la nature du lien entre l’intermédiaire et l’entreprise. Les recrutements imputés à un intermédiaire privé ont eu lieu à l’issue de procédures plus longues, alors que, toutes choses égales par ailleurs, il n’y a pas d’effet sur la qualité des appariements. C’est plutôt le recours habituel à l’intermédiaire, avec une attente autre que la simple diffusion de l’annonce d’offre d’emploi, qui améliorerait la qualité du recrutement.
