Abstract

[fre] Les « marchés transitionnels du travail » sont une proposition de réforme du marché du travail qui vise à combattre le chômage de longue durée et l'exclusion sociale en généralisant et en structurant collectivement les négociations sur les mobilités dans le marché du travail et autour de celui-ci. On les examine ici en tant que structure de coordination, dans une perspective de « justice locale » : une stratification d'acteurs intervient dans la constitution et la distribution de droits à mobilité, avec des objectifs et des moyens différents. Les problèmes d'incitation, de contrôle et de clientélisme sont discutés. [eng] The connection between local and global justice: the case of transitional labour markets. . The "transitional Labour Markets" are a reform proposal for the labour market, aiming at combating long term unemployment and social exclusion. They consist in extending and collectively structuring the bargaining processes on mobility in and around the labour market. This contribution examines Transitional Labour Markets as a coordination structure, within a "local justice" elsterian approach: different and stratified actors interact in the formation and distribution of mobility rights, with different targets and resources. Incentives, control and collusive behaviour problems are discussed.
