Conséquences de la politique agricole commune sur les pays en voie de développement

Abstract

[eng] On the basis of theoretical models and statistical material on the EEC's foreign trade, the authors analyse the relative development of the EEC's agricultural imports from developing countries, as compared to that of agricultural imports from developed third countries. They show how the Common Agricultural Policy and the trade policies derived from it (system of variable levies and customs duties, existence or non-existence of trade preferences) and other determinants (export subsidies by exporting countries, growth of demand within the EEC) work together to « generate » the specific trends of developing countries' agricultural exports to the EEC. [fre] Sur la base de modèles théoriques et de données statistiques sur le commerce extérieur de la CEE, les auteurs analysent l'évolution relative des importations agricoles de la CEE en provenance des pays en voie de développement, par rapport à celle des importations agricoles en provenance des pays tiers développés. Ils montrent le rôle que jouent la Politique Agricole Commune, la politique commerciale qui en découle (système de prélèvements et de droits de douane, existence ou absence de préférences commerciales) et d'autres facteurs économiques (subventions à l'exportation dans des pays exportateurs, évolution de la demande à l'intérieur de la CEE) dans l'évolution spécifique des exportations agricoles des pays en voie dé développement vers la CEE.
