Abstract

[eng] British Government Finance : Myth and Reality - There has been considerable controversy over the role of the public sector in the United Kingdom. For some, it is viewed as a privileged means of regulating demand, while for others it is the primary cause of the difficulties afflicting the British economy. Based on certain comparisons with other countries and on a number of studies that have been published on the subject, the authors arrive at a more shaded conclusion. First, it emerges that British public spending is not exceptionally large in comparison with other OECD countries; on the other hand, it becomes clear that the national debt is a growing burden and that Government action, which has frequently been uneven, has had an inflationary effect. However, the budget cannot be held entirely responsible for inflation; the cause is to be found in the overall mechanism of income distribution and the effectiveness of Government intervention as a whole. [fre] Les controverses sur le rôle du secteur public au Royaume-Uni sont nombreuses : pour certains observateurs il demeure le moyen privilégié pour réguler la demande, pour d'autres il est à l'origine des difficultés dont souffre l'économie britannique. Prenant appui sur un certain nombre de comparaisons internationales et d'études les auteurs formulent un jugement plus nuancé. S'il apparaît que les dépenses publiques britanniques ne sont pas exceptionnellement lourdes comparées à celles des autres pays de l'OCDE, il se dégage aussi que la dette publique représente une charge croissante et que l'action gouvernementale, souvent heurtée, a eu des effets inflationnistes. Au-delà, le budget ne peut être tenu pour l'unique responsable de l'inflation; ce qui est en cause ce sont les mécanismes globaux de la répartition des revenus et l'efficacité de l'ensemble de l'intervention publique. Los autores, fundándose en algunas equiparaciones internacionales y en estudios, emiten un juicio más matizado. Si al parecer los gastos públicos británicos no son exageradamente elevados en comparación con los de los demás países de la OCDE, se desprende también que la deuda pública representa una carga creciente y que la acción emprendida por el Gobierno, a menudo contrariada, tuvo efectos inflacionistas. Mucho más, no puede tenerse en consideraciôn que el presupuesto es el único responsable de la inflación; son los mecanismos globales de la distribución de los ingresos y la eficiencia del conjunto de la intervención pública a los que se les puede imputar la culpa.
