Abstract

[fre] Les déficits commerciaux et les écarts de compétitivité qu'ils révèlent doivent être interprétés comme le signe d'une inadéquation passée des conditions internes de l'activité d'un pays aux normes se dégageant de la concurrence sur le marché mondial. Une telle approche diffère radicalement de la démarche usuelle dans le domaine de l'échange international pour laquelle le développement des exportations se trouve soumis à une spécialisation préétablie. L'étude du commerce extérieur des principales économies dominantes de la fin du XIXe siècle à nos jours met alors en évidence les rôles stratégiques du contrôle du marché intérieur d'une part, et de l'excédent commercial sur les biens d'investissement d'autre part. Dans l'hypothèse retenue, la dynamique sectorielle de l'accumulation est fondamentale et est à l'origine de l'autonomie relative des forces productives de chaque nation. [eng] Competetivity and the formation of capital in the long term - Commercial deficits and the differences in competetivity that they reveal ought to be interpreted as the sign of an already outmoded adaptation within a country to the norms governing compe- tetion on world markets. Such an approach differs radically from the usual procedures in the area of international exchange. Usually, the development of exportations is subjugated to a pre-established specialisation. The study of exterior commerce in the principal dominant economies from the end of the 19th century until the present, brings out two points : the strategic role of the control of the interior home markets on one hand; and the commercial excess on investment goods, on the other hand. In the hypothesis used in the article, the sector dynamic of accumulation is fundamental, and is at the origin of the relative autonomy of the productive forces of each nation. Tal aproche difiere rotundamente del acostumbrado trámite en el campo del intercambio internacional para lo cual el desarrollo de las exportaciones se vé sujeto a una especial ización previamente establecida. El estudio del comercio exterior de las principales economfas dominantes desde fines del siglo XIX hasta Hoy pone entonces de manifiesto el papel estratégico desempenado por el control del mercado interior por una parte, y por el excedente comercial sobre los bienes de inversion, por otra parte. En la hipótesis que se retuvo, la dinámica sectoral de la acumulación es fundamental y origina la autonomía relativa de las fuerzas productivas de cada nación.
