Abstract

[eng] A generational accounting study for France in 1996.. This paper presents an application to France, in 1996, of the "generational accounting method" developed by Auerbach, Kotlikoff and Gokhale. The essential features of this approach are first outlined. The paper then turns to the problems raised by implementation in the case of France and explores the robustness issue : the sensitivity of the results to the numerous assumptions. Generational accounting provides a useful framework for long-term analysis of fiscal policy, but its "generational imbalance" approach seems fairly unconvincing. [fre] Cette note est consacrée à l'application à la France, pour l'année 1996, de la méthode de "comptabilité générationnelle" proposée par Auerbach, Gokhale et Kotlikoff. Onfournit d'abord un exposé succinct de la méthode. Ondiscute ensuite les difficultés pratiques de sa mise en oeuvre dans le cas de la France : on analyse ainsi la robustesse des résultats à différentes hypothèses. La comptabilité générationnelle fournit un cadre utile à l'analyse de long terme des politiques budgétaires. Mais son approche en termes de "déséquilibre intergénérationnel" apparaît assez peu convaincante.
