Les conséquences économiques de l'unification allemande : quelques scénarios exploratoires

Abstract

[ger] Die wirtschaftlichen Folgen der deutschen Vereinigung: einige denkbare Szenarien, . von Jean-Philippe Cotis, Sabine Schimel.. . Für Frankreich und seine europäischen Partner könnte die deutsche Vereinigung mehr oder weniger günstige Konsequenzen haben. In dieser Untersuchung werden die verschiedenen denkbaren Szenarien dargestellt und die Parameter beschrieben, die für sie kennzeichnend sind. Aufgrund der Analyse der plausibelsten Entwicklungen kann für Frankreich eine gemäßigte Wachstumssteigerung ohne einen allzu großen Inflationsdruck sowie allgemein das Entstehen eines neuen und dauerhaften Gleichgewichts innerhalb des EWS vorhergesagt werden. Diese Schlußfolgerungen stammen aus Simulationsrechnungen, die sich auf ein theoretisches Konzept stützten und bei denen makroökonomische Modelle zur Anwendung kamen. Zur Vorhersage der wahrscheinlichen Entwicklungen in der deutschen Wirtschaft wurde der Schwerpunkt auf die möglichen Folgen des Angebotsdrucks gelegt, der die Preisbildung beeinträchtigen oder die Aufteilung des heimischen Marktes zwischen nationalen und ausländischen Anbietern verändern könnte. La unificación alemana podría tener consecuencias más o menos favorables para Francia y los países europeos con que mantiene relaciones económicas directas. En el présente estudio se examinan diversas hipótesis y se describen con precisión los parámetros que las caracterizan. Tomando como base el análisis de las evoluciones más plausibles se puede prever para Francia un aumento moderado del crecimiento sin tensiones inflacionistas excesivas y, de modo más general, un reequilibrio duradero del funcionamiento del SME. Estas conclusiones son el resultado de simulaciones fundadas en una trama teórica para las cuales se utilizaron modelos macroeconómicos. Para describir las evoluciones probables de la economía alemana, se hace hincapié en cuanto a las consecuencias de las tensiones sobre la oferta, que podrían afectar la formación de los precios o modificar el reparto del mercado interno entre productores nacionales y extranjeros. Some of the consequences of German reunification will be favourable for France and her European partners and others will be less so. This study proffers a number of possible scenarios, giving a precise description of the parameters characterizing each of them. Analyzing the most plausible developments suggests not only a moderate rise in France's growth rate entailing no excessive inflationist pressure, but also a sustainable rebalance of the functioning of the EMS, in a broader sense. These conclusions have been drawn on the basis of simulations founded in a theoretical framework and using macro-economic models. To determine how the German economy is likely to develop, we have placed particular emphasis on the role of pressure on supply which could affect price formation or alter the breakdown domestic and foreign manufacturers' market shares on the domestic market. L'unification allemande pourrait avoir des conséquences plus ou moins favorables pour la France et ses partenaires européens. Cette étude présente différents scénarios envisageables et décrit précisément les paramètres qui les caractérisent. L'analyse des évolutions les plus plausibles permet d'anticiper pour la France un surcroît de croissance modéré, sans tensions inflationnistes excessives et, plus généralement, un rééquilibrage durable du fonctionnement du SME. Ces conclusions sont issues de simulations s'appuyant sur un canevas théorique et utilisant des modèles macro-économiques. Pour retracer Les évolutions probables de l'économie allemande, on a particulièrement mis l'accent sur le rôle des tensions sur l'offre qui pourraient affecter la formation des prix ou modifier le partage du marché intérieur entre producteurs nationaux et étrangers.
