Abstract

The best way to reduce external disequilibria between industrial countries has been the main topic of economic policy debates in the eighties. The use of monetary policy and exchange rates movements or capital flows to finance easily external disequilibria has been gradually questioned. Genberg and Swoboda (1987) suggest to assign monetary policy to achieve internal GDP growth. Moreover monetary policy could be used in an autonomous way by each country. By contrast, differences in fiscal policies between countries could explain external disequilibria. To reduce them, countries should coordinate their fiscal policies. In this article such claims are tested with a small model which proceeds from the Atlas multinational model. Los debates de política económica durante el decenio de los 80 estuvieron dominados por el problema de la supresión de los desequilibrios de las balanzas de pago por cuenta corriente entre grandes países. A este respecto, la hipótesis según la cual estos déficits podían financiarse sin inconvenientes por medio de moyimientos de capitales se fue rebatiendo progresivamente, así como la hipótesis que consideraba que la mayor parte de los desequilibrios podrían suprimirse a través de los reajustes de las paridades inducidos por una modificación de las políticas monetarias. Genberg y Swoboda (1987) afirman que la política monetaria debe tener por función la regulación de la actividad y puede aplicarse de manera autónoma en cada país. Correlativamente, las diferencias existentes entre las políticas presupuestarias sería el factor déterminante esencial de los desequilibrios externos. El presente artículo tiene por objeto realizar un análisis de validación de estas hipótesis empíricamente, utilizando una maqueta derivada del modelo Atlas. Genberg und Swoboda (1987) vertreten den Standpunkt, dass die monetäre Politik auf die Steuerung der Wirtschaftstätigkeit gerichtet sein soil und von iedem Land in eigener Verantwortung durchgeführt werden kann. In funktioneller Wechselbeziehung würde das Differential zwischen den Haushaltspolitiken die entscheidende Grundursache für die Ungleichgewichte im Aussenhandel bilden. La question de la résorption des déséquilibres des balances courantes entre grands pays a dominé les débats de politique économique au cours de l'ensemble de la décennie quatre-vingt. A cet égard, l'idée selon laquelle ces déficits pouvaient être financés sans inconvénient par des mouvements de capitaux s'est trouvée progressivement contestée, de même que celle qui considérait que l'essentiel de rajustement pouvait être obtenu grâce aux réaménagements de parité induits par une inflexion des politiques monétaires. Genberg et Swoboda (1987) avancent que la politique monétaire doit être affectée au réglage de l'activité et peut être mise en oeuvre de manière autonome par chaque pays. Corrélativement, le différentiel des politiques budgétaires constituerait le déterminant essentiel des déséquilibres externes. L'objectif de cet article est de tester empiriquement ces propositions dans le cadre d'une maquette dérivée du modèle Atlas.
