Abstract

[ger] Umverteilungspolitische Auswirkungen und Erhöhung der Wirksamkeit . einer Reform der Wohnungsbeihilfe in Frankreich : . eine mikroökonomische Untersuchung, . von Véronique Nichèle.. . Die Auswirkungen der Reform auf den Wohlstand der zur Miete wohnenden privaten Haushalte werden auf der Grunglage der INSEE-Erhebung « Budgets des ménages 1979 » analysiert, wobei nach der von M.A.King (1983) vorgeschlagenen Méthodologie vorgogangen wird. Ihre Anwendung beruht auf der Schätzung eines Ausgabensystems, das aus der auf den indirekten Nutzen bezogenen Translog-Funktion hervorgeht, und erfordert die Berechnung von personenbezogenen Mietpreisen. Um die Folgen der vorgoschlagenen Reform auszuwerten, werden Messzahlen für die Vanationen des sozialen und individuellen Wohlstands sowie Indizes zur Kennzeichnung der vertikalen und honzontalen Ungleichheit benutzt. Die Untersuchung hebt hervor, dass die Reform insbesondere die minderbemittelten oder kinderlosen Haushalte bevorteilt. King's methodology (1983) is applied to an expenditure system resulting from a translog indirect utility function which needs the computation of individual prices for housing. The consequences of the reform. ( welfare variation, horizontal and vertical inequality ) are evaluated. The study indicates that poor households or households without children benefit from the reform. Su aplicación descansa en la estimación de un sistema de gastos proveniente de la función de utilidad indirecta translog y requière la construcciôn de precios personalizados de la vivienda. Se utilizan medidas de variación del bienestar individual y social e índices de desigualdad vertical y horizontal para evaluar las consecuencias de la reforma propuesta. Son application repose sur l'estimation d'un système de dépenses issu de la fonction d'utilité indirecte translog et nécessite la construction de prix personnalisés du logement. Des mesures de variation du bien-être individuel et social et des indices d'inégalité verticale et horizontale sont utilisés pour évaluer les conséquences de la réforme proposée. L'étude indique que la réforme avantage particulièrement les ménages modestes ou ceux qui n'ont pas d'enfant.
