Eficiencia relativa de las empresas distribuidoras de energía eléctrica en el Perú: una aplicación del análisis envolvente de datos (DEA)

Abstract

El objetivo de este estudio es analizar empíricamente la eficiencia técnica relativa de las empresas que operaron en el sector de distribución de energía eléctrica en el Perú, en el período 1995-1998. La metodología empleada para estimar la eficiencia técnica se basa en el análisis envolvente de datos (DEA). La DEA construye, mediante técnicas de programación lineal y a partir de las mejores prácticas observadas, la frontera de producción con respecto a la cual se evalúa la eficiencia de cada unidad productiva. Se observa que, debido a la lenta evolución positiva de la eficiencia media a lo largo del período, el sector no ha logrado ahorros de costos significativos. Esto es, el paso del tiempo ha resultado ser no significativo a la hora de explicar los niveles de eficiencia alcanzados. En segundo lugar, se concluye que, dada la evidencia empírica como el proceso de privatización, per se, este no ha supuesto mejoras de eficiencia con respecto a las empresas estatales. Finalmente, podemos decir que la DEA puede ser una herramienta útil y versátil para la medición de la eficiencia relativa de unidades productivas homogéneas. En particular, esta técnica se muestra muy adecuada para el análisis de unidades suministradoras de un mismo servicio dentro del sector público.
