Abstract

This article examines the regulatory framework of company-based agreements on working time accounts. Based on roughly 600 agreements, the empirical study shows that working time accounts primarily serve the objective of giving companies better opportunities to match working time with volatile market demands. The agreements are also intended to offer employees a certain scope for relative time autonomy. All in all the agreements embrace a wide range of different regulations. More time flexibility goes along with a higher degree of regulations which can be characterised as regulated flexibility.
