Tarifpolitischer Jahresbericht 2008: Tarifpolitik in der Finanzmarktkrise

Abstract

Der Beitrag bilanziert das Tarifgeschehen des letzten Jahres. Die Tarifentwicklung in Deutschland hat sich trotz der Finanzmarktkrise leicht verbessert. Im Durchschnitt sind die tariflichen Grundvergütungen der Beschäftigten in Deutschland 2008 jahresbezogen um 2,9 % gestiegen. Die Lebenshaltungskosten sind demgegenüber um 2,6 % gestiegen. Im gesamtwirtschaftlichen Durchschnitt konnte also mit den Tarifsteigerungen ein kleines Reallohnplus von 0,3 % erreicht werden. Die DGB-Gewerkschaften schlossen 2008 in ganz Deutschland Lohn- und Gehaltstarifverträge für 11,1 Mio. Beschäftigte ab. In den neuen Bundesländern hat sich das Tarifniveau im Vergleich zum Westen gegenüber dem Vorjahr erhöht. Das Tarifniveau Ost/West betrug Ende 2008 bezogen auf die tariflichen Grundvergütungen 96,8 % (2007: 95,2 %). Bei der Regulierung des Niedriglohnsektors prägen kleine Fortschritte (Mindestarbeitsbedingungengesetz, Entsendegesetz) und Rückschritte (Urteil zu Tariftreueregelungen) das Bild.
