Fünf Jahre SGB II - Versuch einer Bilanz

Abstract

Am 1.1.2005 trat das Sozialgesetzbuch II in Kraft - mithin also vor nahezu fünf Jahren. Ausgehend von einer Synopse bisheriger empirischer Befunde, historischer Untersuchungen und theoretischer Überlegungen kommt der Beitrag zu einem mehrdeutigen Bild der Grundsicherungsreform, die weit über eine rein administrative Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe hinausgeht. Von einem radikalen Wandel zu sprechen, erscheint jedoch verfehlt. Vielmehr sind trotz aller begrifflichen Neuerungen, wie etwa der Aktivierung, deutliche Kontinuitätslinien und die Fortführung bereits vorher eingeschlagener Wandlungspfade der Sozialpolitik charakteristisch für die Reform der Grundsicherung für Arbeitsuchende. Als analytisch und sozialpolitisch bedeutsame Veränderungstendenzen werden der Abbau von Statusdifferenzen, die Entbiografisierung der Hilfeleistungen, konfligierende Gerechtigkeitslogiken und das sich durchsetzende Subjektbild des kommodifizierten Arbeitsbürgers identifiziert.
