Di antara negara-negara penghasil minyak bumi, negara seperti Indonesia, Venezuela dan Nigeria tergolong yang berpenghasilan rendah sedangkar mereka adaiah puia negara-negara yang sedang berkembang. Namun, ketiga Negara itu telah mendapat keuntungan yang cukup menyolok dari peningkatan harga minyak bumi daiam tahun-tahun belakangan ini. Maka kini timbul permasalahan tentang bagaimana menghadapi dan menanggulangi rezeki minyak itu karena adaiah suatu kenyataan bahwa kelebihan dana
