A stabilitási és növekedési paktum az új tagállamok szemszögéből
[The Stabilization and Growth Pact in the light of the new EU member-states]

Abstract

A tanulmány célja, hogy megvizsgálja az új tagállamok költségvetési jellemzőit a stabilitási és növekedési paktum szabályainak és azok kritikáinak fényében, valamint feltárja, hogy ezek az országok mennyiben indulnak eltérő feltételekkel az euró bevezetéséhez vezető folyamatban az euróövezet jelenlegi országaihoz képest. Összességében az alacsonyabb adósságszint és az eddig elért nagyobb hozamkonvergencia miatt az új tagállamok kevésbé hagyatkozhatnak majd a hozamkonvergenciából adódó nyereségre, mint az euróövezet jelenlegi országai a GMU harmadik szakaszát megelőző időszakban. Ráadásul az európai uniós csatlakozás nettó hatása a tagság első éveiben negatív lesz az új tagállamok költségvetésére. A tanulmány megvizsgálja a költségvetések ciklikus érzékenységét is, amiből kiderül, hogy az új tagállamokban az automatikus stabilizátorok ciklust simító hatása várhatóan gyengébb lesz, mint az euróövezet jelenlegi országaiban. A szerzők - az ilyen általános jellemzőkön túl - hangsúlyozzák az új tagállamok kiinduló fiskális helyzetében látható jelentős különbségeket. A dolgozat végén kitérnek az eredmények gazdaságpolitikai szempontjaira is. Journal of Economic Literature (JEL) kód: E61, H6, H87.
