Az Európai Monetáris Rendszer és az ERM-2

Abstract

A közelmúltban lezárult tárgyalások eredményeként 2004-ben várhatóan tíz új taggal bővülhet az Európai Unió. Az új tagországoknak az EU közös joganyagát teljesen át kell venniük: ennek részeként törekedniük kell az európai Gazdasági és Monetáris Unióba való belépésre, illetve az ennek feltételéül szabott konvergenciakritériumok teljesítésére is. A kritériumok egyike az euróval szembeni árfolyam stabilitását követeli meg legalább a belépést megelőző két évben, ami formálisan azt jelenti, hogy az érintett államoknak legalább az említett két évben részt kell venniük az EU árfolyamrendszerében, az ERM-2-ben. Ez a rendszer ugyan sok tekintetben alapvetően különbözik az elődjétől, az ERM-től, de számos ponton mutat vele hasonlóságokat is. Ezért a tanulmány először az Európai Monetáris Rendszer árfolyam-együttműködésének tapasztalatait foglalja össze, különös figyelmet fordítva a rendszer válságára, annak lehetséges magyarázatára; majd ezt követően (főként az előzőre építve) az ERM-2-vel foglalkozik.
