Vargabetűk az államháztartási reform tízéves történetében (1988-1997)

Abstract

A magyar parlamentben a rendszerváltást megelőző évek egyik legfontosabb eseménye, az adóreform vitája alatt új kifejezés született: a költségvetési reform. Ekkor merült fel először az Országgyűlés illetékes bizottságában az igény, hogy az államháztartás bevételi oldalának reformja után a költségvetés egész rendszerének, a kiadásoknak a reformjára is szükség van. Noha az elmúlt években sok változás történt az államháztartásban, egy dolog biztos, a reformnak még nincs vége. Sokan még ma is a reformtól várják, hogy több pénz jut egyes állami feladatokra, míg mások költségvetési megtakarításokat, alacsonyabb adószintet remélnek a reformtól. Ebben a tanulmányban röviden megpróbálom felvázolni az államháztartási reform tízéves történetét 1987-től 1997 végéig, jelezve a buktatókat és az eredményeket egyaránt. Elsősorban a reformban történt előrehaladásra kívánok koncentrálni, de ennek megértéséhez a döntés-előkészítési és döntéshozatali folyamat állomásaira, illetve a politikai összefüggésekre is utalnom kell, hogy a folyamatok érthetőbbek legyenek.
