Van-e munkaerő-piaci hatása a decentralizált kollektív alkunak Magyarországon?
[Does decentralized collective bargaining have any impact on the labour market in Hungary?]

Abstract

A kollektív alku korábbi intézményi vizsgálatainak tanulsága szerint Magyarországon a rendszerváltás után egy szélsőségesen decentralizált bérmegállapítási rendszer épült ki. Ágazati egyezségek helyett vállalati kollektív szerződések szabályozzák a gazdaság jelentékeny részében a munkaviszony feltételeit, és csak a szerződések egy kisebb része tölt be a fejlett piacgazdaságok kollektív szerződéseihez hasonló funkciót. A tanulmány statisztikai eszközökkel vizsgálja a vállalati kollektív szerződések munkaerő-piaci hatásait, mindenekelőtt a kollektív szerződésnek tulajdonítható átlagos bérrésre ad becslést keresztmetszeti bérfelvételen végzett többváltozós regresszióanalízis segítségével. A bérrést a hagyományosan decentralizált alkurendszert kialakító országokhoz hasonlítva, megállapítható: a magyar szakszervezetek csak szerény mértékben képesek befolyásolni a béreket, és a bérmegállapítás befolyásolására hivatott eszköz, a bértarifa-megállapodás szerepe is korlátozott. A kollektív szerződés nem akadályozza meg a menedzsmentet a termelékenység növelésében sem. A kollektív szerződések ugyanakkor sikeresnek tekinthetők egy társadalompolitikai szempontból fontos területen, a bérkülönbségek növekedésének korlátozásában.
