A vállalkozói ökoszisztémát fejlesztő szakpolitikák regionális hatásának elemzése az EU három országában

Abstract

A tanulmány a vállalkozói ökoszisztémák fejlesztését célzó politikák gazdasági hatásainak mérését végzi el az Európai Unió három országában, a földrajzi, makro- és regionális (GMR) hatáselemző modell és a regionális vállalkozási és fejlődési index (REDI) kombinált alkalmazása révén. A REDI komplex módon képes modellezni a regionális vállalkozói ökoszisztémák különböző oldalait célzó fejlesztések vállalkozói szintre gyakorolt hatását, míg a GMR modell képes számszerűsíteni a vállalkozói szintben bekövetkezett változások gazdasági hatásait. A tanulmány egyfelől megmutatja, hogy a vállalkozásfejlesztési politikának illeszkednie kell a helyi adottságokhoz, mivel az térségenként eltérő szempontok fejlesztése révén lehet hatékony. Másfelől írásunk azt is bemutatja, hogy a vállalkozási szint fejlesztése révén adódó gazdasági hatásokat milyen egyéb regionális adottságok befolyásolják (például emberi tőke). Végül ezen ismereteken alapulva a tanulmány rámutat, hogy a nemzeti vállalkozói színvonal fejlesztését célzó politikák nagyobb gazdasági hatásokat produkálnak, azonban ennek ára a területi egyenlőtlenségek fokozódása. Az elmaradott régiókat célzó vállalkozásfejlesztési politikák bár hatékonyan képesek javítani a regionális konvergenciát, azonban nemzetgazdasági hatásaik mérsékeltek.
