Az Európai Unió és a geoökonómiai kihívások - ipar- és versenypolitikai válaszok
[The European Union and geoeconomic challenges: industrial and competition policy responses]

Abstract

A tanulmány azt elemzi, hogy az Európai Unió mennyire volt képes alkalmazkodni az elmúlt néhány évben drámai gyorsasággal átalakuló geoökonómiai, geopolitikai viszonyokhoz. A változások meghatározó eleme, hogy az Egyesült Államok és Kína átalakuló viszonya részlegesen a világgazdaság fragmentálódásához vezet. Bemutatjuk azokat az uniós ipar-, energia- és versenypolitikai intézkedéseket, amelyek egyszerre célozzák meg a zöld- és a digitális átállást, a versenyképességet és az EU stratégiai autonómiáját. Kitérünk az Egyesült Államok legújabb iparpolitikai programjára, amely a 2022-es inflációcsökkentési törvényben öltött testet. Fő következtetésünk, hogy az EU sokrétűen, számos kezdeményezéssel reagált az új helyzetre, ugyanakkor az uniós és tagállami kompetenciák megoszlása a szakpolitikák között a szabad versennyel, a szabályalapú nemzetközi renddel volt összhangban. Ennek a rendnek a megingása olyan kihívásokat hordoz, amelyek kezeléséhez az uniós eszköztár jóval korlátozottabb, mint az államszervezettel rendelkező globális versenytársaké.* Journal of Economic Literature (JEL) kód: F02, F68, L50, O52, P51.
