[Public acceptance of and willingness to pay for a tax on carbon-dioxide emissions in Hungary]

Abstract

Az üvegházhatású gázok antropogén kibocsátásának visszaszorítása érdekében az Európai Unió 2027-től szén-dioxid-árazást vezet be az épületek és a közlekedés energiafelhasználására. Tanulmányunk elsőként vizsgálja egy kelet- közép- európai országban a szén-dioxid-árazás társadalmi elfogadottságát, a fizetési hajlandóságot, valamint a bevétel-visszaforgatás hatását az elfogadottságra és a fizetési hajlandóságra. Ezeket a kérdéseket és a lakosság éghajlatváltozással kapcsolatos attitűdjeit egy átfogó magyarországi nagymintás felmérés keretében elemeztük. Kutatási eredményeink azt mutatják, hogy Magyarországon alacsony a szén-dioxid-adó elfogadottsága, amit a bevétel-visszaforgatási mechanizmusok ugyan némileg növelnek, de nem jelentős mértékben. Ezek a megállapítások a fizetendő pénzösszegekre is igazak. Újszerű empirikus kutatási eredmény az egészségügy és az oktatás fejlesztésének népszerűsége a választható bevétel-visszaosztási intézkedések között. További fontos tanulság, hogy a társadalmi támogatottság érdekében a szociálpolitikai szempontokat is be kell építeni az éghajlat-politika kialakításába.* Journal of Economic Literature (JEL) kód: A13, H23, Q54, Q58.
