Még egyszer a lakossági hatósági energiaárakról. Egy hungarikum átfogó hatáselemzése
[Once again on regulated residential energy prices. A comprehensive impact assessment of a hungarian measure]

Abstract

A lakossági áram-, távhő- és földgázárak a rezsicsökkentés keretében nagyjából negye dével estek 2013-2014-ben, amelyet 2018-ban egy egyszeri kis értékű támogatás is kiegészített. Ebben a cikkben a program hatókörével, indokoltságával, szakpolitikai beágyazottságával és hatásaival foglalkozunk. A logaritmikus közép Divisia-index segítségével összetevőire bontottuk a 2010-2018-as lakossági energiafelhasználás abszolút változását, meghatároztuk az ár-, az intenzív és extenzív strukturális, a kiadási és a népességhatást. Az intervenciós árhatás fogalmának bevezetésével számszerűsítettük az intézkedés által okozott pótlólagos energiafelhasználást. Azt találtuk, hogy a program megfelelő szakpolitikai háttér nélkül valósult meg, és csak később kapcsolták az energiaszegénységhez. A háztartási energiára fordított kiadások aránya csökkent, de a beavatkozás hatékonysága kétséges, az előnyök megoszlása rendkívül egyenlőtlen az egyes jövedelmi csoportok között, és számos negatív hatás azonosítható. A jövőben a rászorulók támogatására és az energiahatékonyságra kellene a hangsúlyt helyezni.* Journal of Economic Literature (JEL) kód: P22, P28, Q41, Q48.
