Az időskori szegénység és az öngondoskodás összefüggései Európában
[Old age poverty and financial awareness in Europe]

Abstract

"A szegénység minden formájának megszüntetése mindenhol" - az Egyesült Nemzetek Szervezete első prioritásként határozza meg fenntartható fejlődési céljai között a szegénység világszintű felszámolását. Az időskori szegénység ebben a törekvésben nem kap külön figyelmet annak ellenére sem, hogy a fejlett társadalmak kivétel nélkül idősödnek, így a lakosság egyre nagyobb része lesz 65 év feletti. Az időskori pénzügyi bizonytalanság szegénységhez és társadalmi kirekesztéshez vezethet, amelyeknek megelőzése és kezelése nagyrészt a nyugdíjrendszer, kisebb részben pedig a tudatos felkészülés, az öngondoskodás feladata. Tanulmányunkban az időskori szegénység és az öngondoskodás összefüggéseivel foglalkozunk. 25 európai ország adatainak felhasználásával azonosítottuk a szegénység, a nyugdíjrendszer, a makrogazdasági tényezők és az öngondoskodás szempontjaiból hasonlónak tekinthető csoportokat. Klaszterezéssel és sokdimenziós skálázással megállapítottuk, hogy a vizsgált országok három, egymástól jól elkülöníthető klaszterre oszthatók. Az első klaszterben a bőkezű nyugdíjrendszer szűk körű időskori szegénységet eredményez, de ez nem segíti az öngondoskodást. A második klaszter magas szintű öngondoskodása közepes szegénységgel társul. A harmadik klaszterben pedig azok az országok kaptak helyet, ahol az időskori szegénység jelentős mértékű, és a nyugdíjrendszer szűkmarkúságát nem ellensúlyozza az egyéni öngondoskodás sem. Az eredmények segíthetik a döntéshozókat az időskori szegénység csökkentéséhez szükséges beavatkozási pontok meghatározásában. Journal of Economic Literature (JEL) kód: H55, I32, J14.
