A pénzbeli jóléti támogatások ösztönzési hatásai
[Incentive effects of social monetary benefits]

Abstract

A szerző a pénzbeli szociális ellátás ösztönzési (a gazdasági alanyok viselkedésére gyakorolt) hatásaival foglalkozik. Rövid elméleti áttekintés után a magyar szociálpolitika sajátos körülményeit elemzi, megvizsgálja, hogy a magyar szociális ellátási rendszer változásának általános a szociális paradigma változásából és az állami újraelosztás csökkentésének jogos gazdaságpolitikai igényéből fakadó tendenciái hogyan érintik a munkára való ösztönzés problémakörét. Kimutatja, hogy a rászorultsági alapú (jövedelemvizsgálathoz kötött) helyi egyedi döntés alapján odaítélhető ellátások növekvő aránya bármily előnyös is legyen elvileg a juttatások célzása vagy a takarékosság szempontjából súlyosbítja a rendszer ösztönzési problémáit, a szegénységi csapda fokozottabb jelentkezéséhez vezet. A cikk megvizsgálja, milyen gazdaságirányítási lépésekkel lehetne csökkenteni a feltárt ösztönzési problémákat, figyelembe véve az államháztartási reform korlátait.
