Exploring the Challenges of Digital Transformation in the Iranian Public Sector: A Qualitative Study

Abstract

Digital transformation in Iran can speed up the government’s competition in the global arena because it improves the efficiency and effectiveness of the government’s functions. The purpose of this study is to explore the challenges faced by the Iranian public sector in the establishment of digital transformation. The findings of this study show that these challenges can be divided into four themes (hardware, software, wetware, and ecosystem). This framework can be used by theorists and researchers as a guide for further research on digital transformation in the public sector. It will provide useful insights for policymakers and public sector managers.
