Flexicurity in Organization for Economic Cooperation and Development Countries: Mapping and Clusterin

Abstract

With the concept of flexicurity that has come to the fore in the changing and developing labor markets in the last 20 years, successful studies are being carried out to understand the risks faced by employed and unemployed individuals with various types of job security. Each country has to produce its flexible policies, which has brought along different applications in the context of the countries’ approach to problems in the labor market and differences between their solutions and flexicurity practices. This study aimed to determine the different “assured flexibility models” in Organization for Economic Cooperation and Development (OECD) countries with indicators used in the monitoring of assured flexibility policies using factor analysis and cluster analysis. The analysis using the flexicurity indicators data of 35 OECD countries for 2017 revealed six different flexicurity structures. Countries were grouped as those with high security and flexibility, low security and flexibility, high security and low flexibility, or low security and high flexibility. These groups were separately evaluated using flexicurity indicators. Countries with high welfare levels were found to have higher spending on lifelong learning and active labor market policies as well as a strong social security system to protect individuals. Additionally, by supporting this situation with more flexible labor protective legislation practices, successful results were found to be obtained in terms of flexicurity.
