Arbeitslosenversicherung: Staatlich, privat oder gemischt? (Unemployment insurance * state-run, private or a combination of both?)

Abstract

"The aim of this paper is to analyse the reform approaches and possibilities of the reorganisation of unemployment insurance. The way that unemployment insurance is currently organised can be regarded as adequate. However, benefits amounting to EURO 19 billion can be identified which can not be classified as serving the purpose of unemployment insurance, but as benefits that are not in conformity with the concept of insurance and are therefore to be regarded as a task relating to society as a whole. In accordance with their character of relating to society as a whole, these benefits that are not insurance-based should be funded in future via taxes and not via contributions paid by the insured. In addition the paper goes into the question of how unemployment insurance should be organised in order to raise the incentives to (re-)enter the labour market and what alternatives there are for funding. In particular there is a critical appreciation of the options of regionalisation and individualisation." (Author's abstract, IAB-Doku) ((en))
