Arbeitskräfte-Gesamtrechnung. Bestände und Bewegungen am Arbeitsmarkt

Abstract

"Die 'Arbeitskräfte-Gesamtrechnung' (AGR) des IAB, die hier erstmals vorgestellt wird, verknüpft die üblichen Bestandsgrößen über Arbeitskräfte durch Bewegungszahlen. Bewegungen im Sinne der AGR sind Wechsel des individuellen Erwerbslebens-Status. Als Bewegung gilt hier jegliche Statusveränderung- z.B. vom Erwerbstätigen zum Arbeitslosen - innerhalb eines Jahres. Die Arbeitskräftegesamtrechnung ist voll in die demographischen Eckdaten integriert und mit dem Ausland über die Wanderungen verknüpft. Einige Ergebnisse: - Der Erwerbspersonenbestand hat sich in den 70er Jahren ins gesamt nur wenig verändert. - Bruttobezugänge aus dem Ausland spielten Anfang der 70er Jahre eine viel größere Rolle als am Ende der Dekade - Die jährlichen Zugänge aus dem schulischen Ausbildungssystem gewannen infolge der demographischen Entwicklung in diesem Jahrzehnt zunehmend an Gewicht - Auch haben die Zugänge aus der Gruppe der 'Übrigen Nichterwerbs personen' - vor allem Phasenablauf bei der Erwerbstätigkeit von Frauen - einen beträchtlichen Anteil an allen Zugängen - Abgänge aus registrierter Arbeitslosigkeit, jährlich gegen wärtig rd. 3,2 Mio. Fälle, sind nur in drei Viertel aller Fälle mit der Wiederaufnahme einer Erwerbstätigkeit verbunden. Übergänge in die 'Stille Reserve' sowie in die Gruppe der 'Übrigen Nichterwerbspersonen' haben also, anders als in Zeiten der Hochkonjunktur, ein beachtliches Gewicht."
