Microcredito e pandemia Covid-19: la necessit? di un percorso per la valutazione di impatto

Abstract

Il microcredito ? lo strumento finanziario pi? idoneo per l?aiuto alle famiglie in situazione di esclusione finanziaria ed economica. La pandemia Covid-19 tuttavia crea condizioni complessivamente poco idonee al microcredito. In ogni caso, gli effetti dei programmi di microcredito devono essere monitorati attentamente e, in particolare, in presenza di condizioni cos? speciali come quelle legate alla pandemia. L?impatto effettivo dei programmi di microcredito deve essere valutato me-diante una metodologia idonea a registrare sistematicamente gli effetti non eco-nomici, come la metodologia Social Roi. Tale metodologia ? un buon riferimento anche per la progettazione di nuovi strumenti e nuovi interventi. Questo lavoro uti-lizza i risultati di valutazione di impatto acquisiti circa il microcredito per discutere le linee di intervento idonee alla situazione pandemica attuale. Il modello di busi-ness del microcredito risulta eccessivamente legato ai caratteri di una situazione individuale da migliorare, mentre nella fase pandemica occorre uno strumento si-stemico e massivo per contrastare il rapido peggioramento delle condizioni finan-ziarie di persone che non soffrivano, nel periodo precedente alla pandemia, di uno status di esclusione finanziaria. Tale caratteristica induce a modificare significati-vamente gli strumenti della microfinanza per l?applicazione in questa circostanza.
